We've seen a few reports today, in Blogger Help Forum: Something Is Broken, from blog owners who can't login, or load their dashboard.
If you're affected by this, you will likely see it
If you know what specific blog, and what specific Blogger wizard you need to use, you can bypass this fairly easily. You just won't be able to use the dashboard blog list, and the buttons and links.
If you know the URL of your blog, and your blog has the navbar, just login to Blogger, and ignore the bX display. Simply load your blog in your browser, click on the "New Post" or "Design" link, and find the right tab from there.
Just don't click on the orange "B" logo, and you'll be fine.
(Update 2011/08/17): The problem appears to be fixed. I am able to access my dashboard, once again.

- When using the Classic Blogger GUI.
- When loading the dashboard (maybe, when clicking on the orange "B" logo).

I'm answering you here, as the forum discussion is now closed. I saw a few different bX codes during the past few weeks, the bX-1tj3ze you mentioned and bX-3ulk04, as well as all of the previous bX codes noteed in our discussions.
