After several long days, it looks like Blogger has indeed restored their service.
Just for completeness, I'll point out that I manually rewrote my immediately previous post When You Setup Commenting On Your Blog, Enter Email Addresses Properly, in Notepad, while Blogger was in read only mode - and re published it, immediately, after I noted the ability to do that. We will see what happens, when Blogger tries to restore that post, during the next few hours.
Please, be patient (and politely persistent). If you personally continue to see a bX code when trying to login or to access your dashboard, may I suggest the time honoured remedy of clearing cache, cookies, and sessions, and restarting the browser. Then, report the code, and details, in Blogger Help Forum: Something Is Broken.
And as always, consider that your observed problem may be only coincidentally related to the problems of May 11, 2011. Diagnose your problems, when possible, before complaining.
(Update 2011/05/15 23:00 PDT): Blogger has provided a way to report problems relating to this episode.

- Comments and posts are still being restored. How blogs, newly created preceding the outage, are to be handled, is apparently being decided. Recovery of Layout / Template tweaks have been requested, but not promised.
- All missing comments and posts will be restored, eventually (see below).
- The restore process will take into account comments and posts that have been republished by the authors (as I did).
- The restore process will include proper date / time stamps so we can check for duplicates.
- If we are patient enough, all will be recovered.

I'd say that the Buzz post contains a good summary of the problem, and its resolution.

How newly created blogs, lost during the recovery, are to be processed is possibly yet to be decided.
Here, you may have to be patient. I noted some confusion discussed during the read only period, where duplication of content on some blog URLs was noted.

If you continue to see a bX code when trying to login or access the dashboard or another Blogger utility, may I suggest that you first clear cache, cookies, and sessions - then restart the browser.
Since comments are being restored, you may have to be patient. This outage was inconvenient for most of us. 8-(
Stats and Template Tweaks are details that I won't guess on. But I will note them as questions, and watch for reports in the forum.
You mean that odd neighbourhood between the front door and your car? How quaint.
Or is it confined to comments??
So far, we've only seen a commitment to restoring comments and posts. New blogs, gadgets, template tweaks, and such we are still waiting for details.

You can bet Blogger is working like crazy to get everything restored and if you consider how many blogs are out there this is no small task. Hundreds of millions easily.
Edits in older posts were also lost (no biggie; I had only corrected a few typos which returned like persistant little gnomes).
