What Blogger does is provide a domain setup with eNom or GoDaddy, when the "Buy a domain" wizard is used for the purchase of that domain. Part of the domain setup includes adding standard DNS addresses - the well known 4 x "A" + "CNAME" address configuration.
The domain setup is only made when purchasing the domain using "Buy a domain". If the blog owner elects to purchase the domain directly from any registrar, even from eNom or GoDaddy, Blogger cannot setup the domain. And after the domain has been purchased, "Buy a domain" can't be used for purchase of that domain.
If the domain is purchased directly from a registrar, it will be possible, within limitations of domain transfer procedures, to later transfer the domain registration to eNom or GoDaddy. But again, as an existing domain, Blogger will not be able to setup the DNS addresses for you.
What all of this means is that you have one chance to choose the correct purchase and setup procedure for your domain - before the domain is purchased. As soon as your registrar has accepted payment for your domain, you own it - and you have to set it up, on your own.
