- Contact the owner directly, have him recreate the blog (as a stub), then transfer the blog to you, properly.
- Find another, more available, URL.

Would it better if I undeleted them and make a post with moderated comment saying if anyone wants this URL to leave a comment and I can transfer it to them?

If you delete your blog, it's locked to your account and hidden on your dashboard, so you can change your mind. If a Blogger bot deletes it, it's locked to you pending your restore appeal. In neither case is it made available to third parties.
If you want the URL recycled, you either republish the blog under a third (garbage) URL, or you transfer the URL to a specific blogger upon request.
