We periodically have reports of problems, recovering account / blog access, in Blogger Help Forum: Get Help with an Issue.
Some problem reports come from people who graduated from school, got a new ISP, new job, ... and can't recover access because their email address is changed. Some problem reports come from people who can't recover access because they gave someone else control - or ability to seize control - and their blogs are no longer theirs.
And some problem reports come from people who have old Blogger accounts, setup before Google integrated Blogger into their account structure - and who never bothered to convert their old ("Legacy") Blogger accounts into modern, Google accounts.
In 2007, Google integrated Blogger into their account structure. People were given the opportunity to convert their Blogger accounts into Google accounts.
Initially people were given the ability to convert "when convenient" - and a discrete suggestion was made that convenience would not be offered for eternity. Blogger continued to support "Legacy" accounts - and the "Legacy" account conversion process.
In 2011, people were warned that support for account conversion would end, soon. Again, though, nobody was forced to migrate - they were simply warned that support for migration would end, eventually.
It's now 2015 - and a few stragglers are now wondering
Knowing how Blogger / Google operates, it's possible that a few unlucky account owners, unmigrated, are finding out that their deadline is now passed. Some of you may be able to migrate, however - if you act, today.

When I try to log in to Blogger, I get an error saying either my username or password are incorrect. When I go to the recovery page, i enter the domain and it sends a hint to the recovery email.And the unfortunate answer is
When trying to log in to the recovery email, i get a message that the account has been deleted and cannot be restored.
How do I recover access to my account?
You cannot. You were warned, over and over. Blogger repeatedly extended deadlines, and continued supporting your right to procrastinate.Maybe, Blogger will fix things - one more time. I'm not betting any portion of my paycheck, though.
